EYB DELIVERY STRATEGY

The EYB programme is delivered by experienced and well-trained private trainer consultants who are running their own training firms or may be affiliated as associate trainers to a training/consulting firm.

Most countries also have a national EYB coordinator . While the national co-ordinator is not prohibited from implement training programmes, they carry other roles such as ensuring and arranging for individual counselling, quality control, national promotion, and coordination of the entire EYB programme in the country.

The delivery strategy is therefore two-pronged; on one hand there are individual trainers with their registered firms, responsible mainly for training delivery and follow up whilst there is also the EYB coordinator who, in addition to organizing training through EYB Associate Trainers, take up other roles and repsonsibilities.

Trainer consultants have been trained and certified normally in one or two modules: Strategic Management, Marketing Management, Human Resources Management or Financial Management. This means that one individual trainer cannot organise an EYB programme on their own.

In most cases, an EYB training programme is brought to the growth entrepreneur by four different specialist trainers. This is done to ensure maximum quality and impact for the growth entrepreneur.

It may be that consulting firms or the coordinator organise an entire EYB programme. In that case, they will hire the certified EYB specialists to deliver the various training components. It may also be that one individual trainer consultant organises and coordinates an entire training programme, but works together with other certified trainers to implement the 4 modules of the training component as well as the follow-up.

Role of the EYB Trainers

  • Marketing the programme to the right target group
  • Selection and grouping of participants
  • Conducting business & owner needs assessment
  • Customizing the EYB offer and designing the training programme
  • Conducting the training programme as a Team of Trainers
  • Providing follow-up to entrepreneurs for the finalisation and implementation of the growth plan
  • Conducting monitoring and evaluation activities before, during and after training as part of the marketing intelligence and customer satisfaction / quality control, including reporting of the training programmes for internal use and feedback to & from the coordinator and ILO

Following the marketing process, and client’s interest in the programme, the private trainer consultant would normally visit the client to assess the business’ needs. This is done to enable the trainers to design truly needs-based training interventions that result in high client satisfaction and significant training impact. The clients are selected based on needs identified, and grouped according to common needs to ensure effectiveness of the intervention. The trainer consultant then presents the client with the proposal for the EYB intervention based on needs identified. Once the contract has been agreed on, the training and non-training elements including follow-up services are then provided to the growth entrepreneur to enable business expansion to take place.

Roles of the EYB National Coordinator
The EYB national coordinator basically has 2 roles, broadly divided into marketing (national promotion) the EYB programme and generally coordinating important aspects of the country programme

1. Marketing the Expand Your Business Programme, which includes the following aspects: conducting market research on suitable market segments and target groups, promoting the programme to the target groups as well as nationally, pricing the programme within the parameters as agreed with the ILO-EYB and local EYB trainers and using the programme to conduct TOE seminars with customisation of the product only done within the parameters of the Trainers’ guide.

2. Coordinating the programme in the country, which includes the following:

    1. Planning and organisation of Expand Your Business training programmes in the country through trainers from The Coordinator and other Associate Trainers certified as EYB trainers by the ILO-EYB programme through sub-contracts
    2. Supervising the quality of training by the coordinators’ trainers and by Associate EYB Trainers, and conduct quality control of the EYB programme delivery at large
    3. Organising follow-up services to participants such as individual counselling and possibly Business Support Groups through EYB trainers and ensuring the follow-up components are implemented against time-tables as agreed with the entrepreneurs during the classroom training
    4. Organising linkage partners and reputable guest speakers to participate in the training programmes
    5. Adhering to other aspects of the delivery strategy of the EYB programme by promoting and implementing the EYB programme in its entirety, within an agreed price band width, agreed classroom training durations and other training aspects as stipulated in the trainers’ guide
    6. Ensuring that reports are prepared on each training programme conducted by the trainers based on the monitoring tools as prepared by the ILO-EYB programme, and forwarding a copy of these reports to the ILO-EYB
    7. Actively participating in the impact assessment to be conducted for the EYB programme based on the framework developed by the ILO-EYB programme
    8. Engaging in regular meetings with the ILO-EYB programme to discuss the plans, implementation and progress of the EYB programme by The Coordinator

Roles of the ILO-EYB Regional Project Office
The ILO-EYB Regional Project Office develops and owns the EYB materials copyright and delivery design. The ILO-EYB programme adjusts the EYB programme to each specific country’s economic circumstances and institutional set-up.

The ILO-EYB Regional Project Office subsequently capacitates expert trainers and possible coordinators to perform their respective roles and implement the EYB programme effectively and independently.

In order to achieve this, the ILO-EYB Regional Project Office develops, and continuously updates:

  • EYB training manuals
  • EYB trainers’ guides and other trainer support tools
  • EYB delivery strategy
  • EYB marketing strategy and EYB promotional tools
  • EYB networks

Feedback from entrepreneurs, trainers and coordinators is used to maintain and strengthen the programme, its delivery mechanisms in the countries and the above components.

The ILO-EYB Regional Project Office works closely together with the trainers and coordinators to develop, implement, and improve the various components of the programme, both at the level of the national coordinator and at the level of the individual trainer.

ILO-EYB Regional Project Office and the national coordinator assists trainers to develop their own marketing plans, select the right target group, offer customized services based on the needs of the enterprise, and provide follow-up services.

ILO-EYB Regional Project Office assists national coordinators to implement the various roles they undertake (as described earlier).
